Clearwater and Pinellas County have taken major steps toward funding renovations at BayCare Ballpark and the Carpenter Complex. Together, the two governments pledged $115 million toward the $205 million project.
The City of Clearwater committed $30 million for the renovation effort. Meanwhile, Pinellas County approved an $85 million contribution from tourist development tax revenue. These commitments move negotiations forward and establish a framework for a final agreement.
The Philadelphia Phillies seek a complete modernization of their spring training facilities. In return, the club would remain in Clearwater through 2047. That extension would mark 100 years since the Phillies first arrived in the city in 1947.
City officials voiced strong support for the proposal. Clearwater City Council reviewed the nonbinding term sheet during a work session Monday. Then, council members unanimously approved the item Thursday as part of the consent agenda.
City Manager Jennifer Poirrier said officials hope to complete a final contract by the fall. She emphasized that all parties want to move quickly toward a formal agreement.
Council member David Allbritton praised the long relationship between Clearwater and the Phillies. He noted that a new agreement would strengthen a partnership approaching its 100th anniversary.
Clearwater plans to fund its $30 million contribution through several sources. Those sources include Penny for Pinellas sales tax revenue, the city’s general fund, and a loan from its central insurance fund.
At the county level, the Pinellas County Commission approved the term sheet by a 6-1 vote. Commissioner Brian Scott cast the only vote against the proposal.
Scott supported the Phillies’ presence in the county. However, he argued that the project relies too heavily on public funding. Despite his concerns, the commission approved the framework and allowed negotiations to continue.
The Phillies also expect to receive $20 million from the state of Florida. In addition, the organization will fund the remaining project costs. The team will also cover any construction overruns that occur during development.
Besides the direct funding commitments, the agreement includes tourism promotion. The Phillies will provide marketing support for Visit St. Pete-Clearwater through an $850,000 agreement beginning this year.
That marketing commitment will increase by 3% annually starting in 2032. County leaders view the arrangement as another benefit tied to the Phillies’ continued presence in Clearwater.
The tourism component arrives at a strong time for Pinellas County. Visit St. Pete-Clearwater recently announced record bed tax collections during January and February. Those results highlight the economic impact of tourism throughout the region.
The renovation project includes extensive upgrades throughout BayCare Ballpark. Fans will see a new and expanded entrance plaza designed to improve the arrival experience.
The Phillies also plan new permanent fan and team spaces in the left-field corner. The popular Tiki Bar will remain part of the stadium experience.
Additionally, the club plans new amenities above the center-field batter’s eye. The project also includes upgraded concession areas, wider concourses, improved lighting systems, new seating, and a new videoboard.
One of the most notable additions involves a new two-story center-field building. The structure will feature a rooftop deck, creating another gathering space for fans during games and events.
The renovation effort extends beyond the ballpark itself. The Carpenter Complex, which serves as the Phillies’ player development headquarters, will receive several improvements.
Those upgrades include state-of-the-art training equipment, enhanced player development resources, a new groundskeeping facility, and infrastructure improvements.
The project also includes drainage upgrades and underground water retention enhancements. These improvements aim to strengthen operations and support future development needs.
Some renovation work has already begun or reached completion. Earlier improvements focused on the Carpenter Complex before this year’s spring training season.
Beyond the stadium and training complex, the Phillies continue planning future development around the site. The organization owns the former mall property south of BayCare Ballpark and still envisions a larger Ballpark Village concept.
Unlike the stadium renovation project, the Phillies would finance that future development independently.
BayCare Ballpark serves more than just spring training. The stadium also hosts the Clearwater Threshers, the Phillies’ Low-A affiliate in the Florida State League.
Current plans call for completing the renovations before Spring Training 2029. If negotiations remain on schedule, construction will transform one of baseball’s longest-running spring training homes.
With Clearwater contributing $30 million, Pinellas County pledging $85 million, and the Phillies covering the remaining costs, momentum continues to build. The proposed agreement keeps the Phillies in Clearwater through 2047 and secures a historic partnership that spans an entire century.
